“May the best woman win.” However, we know from elections gone before, that is not always the case. That being said: Who is the best for the test? Running a good campaign doesn’t mean that they will speak for the people, but here we go!

Credentials:

Paula Ryan grew up in Washington, D.C., where she began her business career with an investment firm. She is a 1989 graduate of Finance and Economics at the University of
Maryland. Prior to moving to Florida, Paula was with Boston Capital Partners, where she focused on finding solutions for distressed real estate assets.
Since 1993, Paula has been the president and CEO of three major Florida corporations. During
this time, she has developed 10,000 units of multi-family housing and created more than
30 communities nationwide. As a result, she has extensive experience in developing large-
scale neighborhood community development plans and strategies, planning and implementing
neighborhood housing concepts and ideas, and directing economic and community development projects. Paula also has comprehensive knowledge of the administration of federal and state funding that supports the development of viable neighborhoods to expand affordable housing and economic opportunities.
Serving West Palm Beach, Paula is the former Interim Director of Economic and Community
Development, where she established the city’s Housing Trust Fund. She also developed a five-
year strategic financing plan for housing needs in the city. Paula is a former member of the
Community Redevelopment Agency Board of West Palm Beach.
Presently, Paula serves on the Palm Beach County Planning Commission and Commission on
Affordable Housing. She is a graduate of the Palm Beach County’s Leadership Class of 2009.
Her community service includes serving on The Arc Board of Directors.
During her career, Paula has been a results-oriented professional recognized for leading dynamic teams and effectively interacting with outside investors and stakeholder clients to change local policies, regulations and practices and to expand the availability of workforce and affordable housing communities. She will bring this same leadership ability and experience to city government as West Palm Beach’s next mayor.
Paula is married to Cliff Hertz with one son, Kyle, and three daughters: Amanda, Elizabeth and
Allison.
ISSUES

Practicing Fiscal Responsibility

Paula Ryan has the experience to make city government more efficient. She will implement transparency within the budgetary process for more accountability and include citizen participation. Paula will make sure her administration justifies every tax dollar spent by requiring a biennial budget review and by negotiating with the police and fire unions to find cost savings without sacrificing the safety of West Palm Beach.

Creating Jobs

Paula Ryan will change the focus from how much government spends to how much our economy can grow. Her first priority will be the creation of an Economic Development Office. She will foster a regulatory environment that will promote the creation of jobs and support business opportunities. Paula will work hard to change the city’s land use and zoning codes to spur economic development. She will accomplish this by streamlining the administration of zoning and building codes.

Bringing Our Neighborhoods Together

Paula believes all our neighborhoods are the backbone of economic success and prosperity.
She will work hard to improve the city’s infrastructure by investing in our neighborhoods to
increase property values.

Supporting Education

As a parent, Paula understands the importance of a quality education. She believes we need
world-class educational institutions that will provide the city with a highly educated workforce to enhance our economy and neighborhoods. That’s why she will work with the city’s educational institutions to ensure our children have access to the quality education they deserve.
